Where to start with horses?

Asking this for a friend, so please pardon me if I mess up on any terminology. My friend loves horses. She was raised with them her whole life up until about 5 years ago when her mother had to put her last horse down. She wants to own a horse one day but understands she does not have the proper living situation for a horse. What could she do in the meantime and where could she look up this information? Such as a near by horse riding lessons where they provide the horse? Or would she be allowed to co-own a horse since she has had experience? She is 22 years old now, thank you.
