Computer-I upgraded to IE8-yuck?

I couldn't get to my College website so I uninstalled 8 to go back to using 7. Well when I did that, I went to add remove programs and deleted it that way but it deleted it but when I brought the window up again it was still there so I did a system restore. Well now I got my Ciollege cl back but I have no IE taskbar on the top. The one that says File-Favorites-Tools and Save. How do I get it back. I can't even right click to copy and paste and I cannot download anything. I am so computer illiterate. Can this please be explained imn a way I can understand it? Thanks so much.
